The INCA Project (= Increased Capacity) was prepared under the direction of Mr David Pollock about 1986-88, providing for the construction of a new Double Fairlie locomotive and four new carriages.

The new locomotive was turned out as David Lloyd George / Dafydd Lloyd George, q.v. The boiler was designed for oil firing by Robert Meanley of Tyseley and built by Bloomfield Construction; the loco was assembled at Boston Lodge. The boiler is an improvement on the Spooner wagon-top type in that the firebox tops are round above but waisted in below; this requires less staying at the firebox crowns but makes coal firing all but an impossibility.

The first carriage, No.111, was built at Boston Lodge on Isle of Man underframe R8; the other three carriages, Nos.112, 113 and 114 were built at Carnforth with aluminium bodies on new steel underframes. No.111, which entered service in 1990 is a driving trailer for the push-pull set, having a driving cab, 11 first-class seats, a guard's van and a loo. Nos. 112 and 113, delivered in 1991, have 8 first and 19 third-class seats. No.114, also delivered in 1991, has 19 third-class seats and a buffet. All four have Pattern 88 bogies built at Boston Lodge. When delivered, they were painted green with cream upper panels; their green livery was characteristic in photographs of the period. They were repainted in the standard red and cream at their ten-year overhauls.
